What Are Commercial Property Documents in Dehradun?

Commercial property documents in Dehradun are the ownership, title, land-record, planning, land-use, approval, and registration records used to establish and verify important aspects of a commercial property transaction.

The exact documents can vary according to the property, its location, intended use, and development status. Therefore, buyers should not assume that one document proves every aspect of a property's legality or suitability.

Commercial Property Documents to Check Before Buying in Dehradun

1. Ownership and Title Documents

Start by confirming who legally owns the property.

Ask the seller for the relevant title and ownership documents. Then compare the owner's name, property description, area, and other identifying details across the available records.

Previous conveyance or sale documents can also help establish the property's transaction history.

If the seller is acting through a representative, verify the authority under which that person is selling the property.

2. Sale Deed and Previous Property Documents

The current sale deed is an important document in a property transaction. However, buyers may also need to examine previous deeds or title documents to understand how ownership has passed over time.

Check whether:

Names are consistent across documents.
Property descriptions match.
Plot or property details are consistent.
The area matches the current property.
There are unexplained gaps in the ownership history.

For a significant transaction, professional title review is advisable.

3. Land Records and Khasra Details

For land-based commercial property, revenue records can provide important information about the parcel.

The Dehradun district administration states that land-record details are available through Bhulekh for viewing. For an authorised signed copy of the Record of Rights (RoR), the concerned Tehsil Land Records Computer Center should be approached.

Compare the relevant land-record information with the documents supplied by the seller.

Check:

Khasra number
Recorded area
Village/location
Ownership information
Boundaries
Property identification details

4. Land Use and Commercial Use Verification

This is particularly important when buying commercial property.

A buyer should confirm whether the intended commercial activity is permitted at the property location. The fact that a property is advertised as “commercial” does not by itself establish every applicable planning permission.

The Uttarakhand Town & Country Planning Department states that it regulates land-use changes and provides information on planning laws and building bye-laws.

Therefore, verify the applicable land-use status before finalising the purchase.

5. Approved Layout Documents

If the property is part of a plotted development, ask for the relevant approved layout.

Compare:

Plot number
Plot dimensions
Internal roads
Access
Open spaces where applicable
Layout number
Actual site location

MDDA specifically advises buyers to obtain information about an authority-approved layout and verify whether the plot being sold forms part of that approved layout.

6. Development and Planning Permissions

Depending on the property and its location, additional planning or development requirements may apply.

The Town & Country Planning Department publishes planning-related laws, building bye-laws, and land-use resources for Uttarakhand. It also provides a Dehradun Master Plan resource.

Consequently, buyers should identify which authority and permissions apply to the specific property rather than relying on a generic “approved” statement.

7. Property Registration Records

Registration records are another important part of commercial property due diligence.

The Uttarakhand Department of Stamps and Registration is responsible for recording and preserving property-related transactions. Its online services include e-Search, e-Valuation, and Public Data Entry for deeds.

These services can help buyers understand the registration process and access relevant registration-related information.

8. Encumbrance and Dispute Checks

Before purchasing, buyers should investigate whether there are known claims, disputes, charges, or other issues affecting the property.

Do not assume that the absence of a problem in one document means the entire property history is clear.

For a high-value commercial transaction, consider having the title and relevant records examined by a qualified property lawyer.

9. Property Tax and Other Dues

Depending on the property, check whether applicable taxes, dues, or other outstanding payments exist.

Ask the seller for relevant receipts or records and confirm whether any outstanding liability could affect the transaction.

The exact documents required can vary depending on whether you are purchasing land, a completed commercial building, or another type of commercial property.

10. Building and Development Documents

If you are buying a commercial building rather than vacant land, additional documents may be relevant.

Depending on the property, these can include:

Building approval
Approved building plan
Completion-related documents where applicable
Development permissions
Applicable occupancy-related documentation
Utility records
Property tax records

The exact requirements depend on the property's location, construction status, and intended use.

11. Seller Identity and Authority Documents

Verify the identity of the person or entity selling the property.

For an individual seller, check appropriate identity and ownership documentation.

For a company, partnership or other entity, additional authority documents may be required to establish that the person signing the transaction is authorised to do so.

Government Approval, Registration and RERA: Are They the Same?

No. These terms can relate to different aspects of a property.

Term	Generally Relates To
Land-Use Permission	Permitted use of the land
Approved Layout	Planning approval for an applicable plotted layout
Property Registration	Recording the property transaction
Building Approval	Permission relating to applicable construction
RERA Registration	Regulatory registration applicable to qualifying projects

Therefore, buyers should check the requirements that actually apply to their specific property instead of treating one approval as proof that every other requirement has been satisfied.

What Red Flags Should Commercial Property Buyers Watch For?

Be careful if:

The seller refuses to provide ownership documents.
Property details differ between documents.
The land-use status is unclear.
An approved layout is claimed but cannot be produced where applicable.
Khasra or plot details do not match.
The seller pressures you to pay immediately.
Important promises are made only verbally.
The physical property does not match the documents.
The seller cannot clearly explain the property's development or approval status.

If something does not match, pause the transaction and verify it before proceeding.

What Should You Check During the Site Visit?

Documents are important, but the physical property also needs inspection.

Check:

Actual location
Plot boundaries
Road access
Road width
Surrounding development
Property dimensions
Existing structures
Visible encroachments
Access shown in the documents or layout

If possible, compare the physical site with the property details in the paperwork.
