Is there any government subsidy for RECD installation in India? The increasing focus on diesel generator emissions has made Retrofit Emission Control Devices an important consideration for businesses and institutions operating existing DG sets. Along with technical questions about installation and certification, one question is also frequently asked:

The answer needs to be understood carefully.

There is no single nationwide subsidy that automatically provides financial assistance to every private DG set owner installing an RECD. Financial support can depend on the particular government scheme, type of organisation, state, location, generator category and eligibility conditions.

Therefore, businesses should verify the current scheme and eligibility criteria before assuming that a particular RECD installation will qualify for financial assistance.

Government Subsidy for RECD InstallationFor a detailed discussion of this subject, the guide provides additional information about possible funding routes and eligibility considerations.

Why Is Financial Support for RECD Installation Discussed?

Diesel generators are widely used as backup power sources by hospitals, industrial facilities, offices, commercial establishments and other organisations.

While these generators provide important power continuity, their exhaust emissions can contribute to local air-pollution concerns.

As a result, government agencies have introduced different measures to encourage cleaner operation of existing DG sets. These measures can include emission-control requirements, retrofit programmes, cleaner-fuel options and, in some cases, financial support for eligible institutions.

The Central Pollution Control Board has also developed a system and procedure for emission-compliance testing of RECDs for diesel power-generating set engines up to 800 kW gross mechanical power.

Is There a General RECD Subsidy for Everyone?

This is one of the most important points for DG set owners.

An organisation should not assume that the government will reimburse a fixed percentage of the cost simply because an RECD has been installed.

Financial assistance generally comes through a specific programme with defined eligibility conditions.

100% funding support was provided for RECD and dual-fuel-kit installationFor example, the Government of India has previously stated that CPCB was funding retrofitment/upgradation of DG sets in government hospitals in Delhi-NCR. Under the guidelines referred to by the government, , while 40% support was provided for procurement of new gas-based generator sets.

targeted institutional supportThis is an example of , not a universal subsidy available to every commercial or residential DG set owner.

Therefore, the organisation applying for financial assistance must check whether it falls within the scope of the particular scheme.

State-Level Incentives Can Have Different Conditions

Another reason subsidy information can be confusing is that states may introduce their own industrial incentive policies.

Such programmes can include DG-set-related incentives, but their conditions may vary substantially.

For example, an investment incentive document published through Invest India for a state industrial policy included a subsidy for certain new DG sets and specified installation of Retrofitted Emission Control Devices or equipment as a condition.

This demonstrates an important distinction:

RECD installation can sometimes be linked to a broader industrial incentive programme without the programme itself being a general “RECD subsidy scheme.”

Businesses should therefore examine the exact wording of the relevant state policy before making financial assumptions.

Who May Be Eligible for Financial Support?

Eligibility depends entirely on the programme.

Potential categories can include:

Government hospitals
Public institutions
Government departments
Eligible industrial units
Specific categories of commercial establishments
Organisations covered by a state incentive policy
Projects located in specified pollution-control areas

However, this does not mean that every organisation in these categories automatically qualifies.

The scheme may also specify generator capacity, installation date, technology, location, procurement procedure or documentation requirements.

RECD for DG setBefore purchasing an , the organisation should therefore confirm eligibility with the relevant government authority.

Why Location Can Matter

Environmental regulations and support programmes can vary according to geography.

Delhi-NCR is a good example because the region has specific measures governing DG-set operation and emission control.

Government information on NCR regulations has described different emission-control requirements according to generator capacity and operating conditions. For certain DG sets between 125 kW and below 800 kW, the framework has included dual-fuel operation or retrofitted emission-control devices through certified vendors/agencies.

CPCB has also communicated that states and pollution-control boards may consider certified RECDs for certain in-use DG sets in non-attainment cities as part of emission-control measures.

specific location and generatorThis means a business should check the requirements applicable to its , rather than relying on a subsidy or compliance rule found for another state.

What Documents May Be Required?

Where a financial-support programme is available, documentation can be an important part of the application.

Depending on the scheme, an organisation may need documents such as:

DG set purchase records
Generator make and model
Capacity details
Engine serial number
Proof of ownership
Installation records
RECD quotation
Supplier details
RECD certification documents
Installation and commissioning report
Test reports
Photographs of the installed system
Organisation registration documents
Bank details
Previous approval or consent documents

The exact list should always be obtained from the authority administering the particular scheme.

Maintaining complete records from the beginning can make the verification process easier.

Does Buying a Certified RECD Guarantee Subsidy?

No.

Certification and financial eligibility are two different issues.

A certified RECD may satisfy the technical requirements applicable to a generator, but that does not automatically mean that the purchase qualifies for government financial assistance.

The Central Pollution Control Board has established procedures for emission-compliance testing and approval of RECD systems.

The buyer should therefore evaluate two separate questions:

Technical question:

Is the RECD appropriate and properly certified for the generator and applicable requirements?

Financial question:

Does the organisation qualify for a current government or state incentive programme?

Keeping these questions separate helps prevent misunderstandings during procurement.

Check the Supplier's Documentation Before Applying

If an organisation expects to claim support for an RECD installation, supplier documentation becomes particularly important.

The supplier should be able to provide relevant technical information and applicable certification or testing documents.

The buyer may need these records when submitting the project for approval or reimbursement.

A quotation should therefore clearly mention:

RECD model
Compatible DG-set range
Technical specifications
Installation scope
Testing and commissioning
Certification details
Warranty
Maintenance support
Applicable taxes
Any exclusions

A low-cost quotation without adequate documentation may create difficulties later if the funding authority requires evidence of compliance.

Do Not Assume Every RECD Purchase Is Reimbursable

This is perhaps the most important practical point.

Before budgeting around a subsidy, the organisation should confirm:

Whether the scheme is currently active.
Whether the organisation is eligible.
Whether the specific DG set qualifies.
Whether the location is covered.
Whether prior approval is required.
Whether only approved vendors can be used.
Whether the purchase must follow a specific procurement procedure.
What percentage or maximum amount can actually be supported.
Which documents must be submitted.
Whether reimbursement occurs before or after installation.

These details can vary between programmes.

How Businesses Should Plan RECD Investment

A business should ideally prepare its RECD budget without assuming that a subsidy will definitely be received.

If financial support is later confirmed, it can be treated as an additional benefit.

This approach protects the organisation from unexpected financial exposure if:

The scheme has expired.
The organisation is outside the eligible category.
The DG set does not meet the specified criteria.
Prior approval was required but not obtained.
The selected supplier is not eligible.
The documentation is incomplete.

RECD manufacturers in IndiaThe same approach should be followed when comparing . Technical compliance, installation capability, certification and after-sales support should remain important selection criteria even when an incentive programme is available.

Where to Verify Subsidy Information

Because government schemes can change, businesses should verify current information through official sources before placing an order.

Central Pollution Control Board (CPCB) Ministry of Environment, Forest and Climate Change (MoEFCC)Useful sources include the, relevant State Pollution Control Board websites, the and the relevant state government's industry or pollution-control department.

For businesses located in Delhi-NCR, information and directions issued by the Commission for Air Quality Management can also be relevant.

A supplier's sales representative can explain the technical side of an RECD project, but the final subsidy eligibility should be confirmed from the authority or official scheme documentation.

RECD Installation Can Still Be Valuable Without a Subsidy

Even where no financial assistance is available, an RECD may still be worth evaluating when an existing generator needs an appropriate emission-control solution.

The decision should consider:

Applicable emission requirements
Generator age
Engine condition
Operating hours
Generator capacity
Expected remaining service life
Retrofit cost
Maintenance requirements
Alternative options

In some situations, retrofitting an existing generator may be more practical than immediately replacing an otherwise serviceable unit.

However, the technical suitability and regulatory requirements should always be established first.

A Practical Checklist Before Claiming Any RECD Incentive

Before proceeding with a subsidy-linked RECD project, organisations can use the following checklist:

Eligibility:

Confirm that the organisation and generator fall within the scheme.

Approval:

Check whether approval is required before purchase or installation.

Supplier:

Verify whether the selected RECD supplier is accepted under the programme.

Certification:

Obtain the applicable testing and approval documents.

Quotation:

Keep a detailed quotation showing equipment, installation and other charges.

Installation:

Maintain installation and commissioning records.

Testing:

Retain relevant test reports and measured parameters.

Application:

Submit the required documents within the specified timeline.

Verification:

Be prepared for physical or documentary verification where applicable.

Conclusion

scheme-specific rather than automaticGovernment financial support for RECD installation in India should be viewed as .

Certain targeted programmes have provided financial assistance for DG-set emission-control upgrades, including support for eligible government hospitals in Delhi-NCR. State industrial incentive policies may also contain DG-set or emission-control-related benefits, but their eligibility conditions can differ.

For this reason, organisations should never base an RECD purchase decision solely on an assumed subsidy.

The safer approach is to first identify the applicable environmental requirement, verify whether a current financial-support programme covers the organisation, confirm the eligibility conditions and then select a properly certified RECD and qualified installation provider.

By keeping technical compliance, documentation and financial eligibility separate, DG set owners can make better-informed decisions and avoid relying on outdated or incorrectly interpreted subsidy information.
