Armenia sits at a crossroads between Europe, the Middle East, and Asia, offering plenty of commercial upside. But it also belongs to the Eurasian Economic Union (EAEU), which introduces a specific set of rules you need to navigate properly.

Whether you are scaling an online shop, stocking retail shelves in Yerevan, or bringing in industrial equipment, here is what it actually takes to import goods to Armenia without burning cash on demurrage fees or getting stuck at the border.

1. Get Your Head Around the EAEU Factor

Before you negotiate with a supplier or book container space, you have to look at where your cargo comes from. Because Armenia is in the EAEU alongside Russia, Belarus, Kazakhstan, and Kyrgyzstan, customs operates on a two-track system:

Buying from inside an EAEU member state: Goods move freely across borders without typical customs tariffs. You still have to account for value-added tax and file statistical declarations, but it is vastly simpler.
Buying from anywhere else (the EU, China, the US, Turkey, India): Your shipment is classified as a third-country import. That means full border processing, EAEU Common Customs Tariffs, and local import taxes.

When you start planning to import to Armenia, your supplier's home country is the very first detail you need to verify. It dictates your tax liability and your entire paperwork burden.

2. Set Up Your Local Footprint Early

Most border snags happen well before the truck or plane leaves the factory. If you haven't sorted your legal groundwork inside Armenia, your shipment will sit stranded in a bonded lot:

Register locally: To be the importer of record, you need an Armenian legal entity (like an LLC) or a registered sole proprietorship, along with an active Taxpayer Identification Number (HVHH).
Get access to the trade portal: Declarations are filed electronically through Armenia’s national single-window platform. You or your broker will need a verified digital signature to access it.
Verify your HS codes: Every product requires a precise 10-digit Commodity Classification Code (TN VED). Never rely on a supplier’s rough guess. A mismatched code can trigger unexpected audits, retroactive duties, and hefty fines.

3. The Paperwork You Actually Need

To make sure standard goods import Armenia procedures run smoothly, have this core document pack ready and matching down to the last decimal before transit starts:

Commercial Invoice: Make sure it lists agreed Incoterms, currency, unit costs, and total values clearly. Discrepancies between this and your payments will raise red flags immediately.
Detailed Packing List: Officers check this against what is physically inside the truck or container. Spell out gross and net weights, box counts, pallet dimensions, and serial numbers.
Transport Waybills: Depending on your route, this will be an Air Waybill (landing at Zvartnots), a CMR road consignment note, or a Bill of Lading (if your sea cargo arrives via Georgian ports).
Certificate of Origin: Crucial if you are claiming preferential duty rates or proving that your goods originate from an approved region.
Conformity Certificates: Regulated consumer goods, electronics, cosmetics, and food often require proof that they meet mandatory EAEU technical standards (EAC marking).

4. What Happens at the Border

Once your shipment reaches the country, the mandatory import procedures Armenia enforces move through a straightforward sequence:

Arrival and Warehouse Entry: Land shipments typically cross through Georgia (via Bagratashen or Bavra) or Iran (via Meghri), while air cargo lands at Zvartnots International Airport. Everything moves into a licensed temporary customs warehouse.
Submitting the Declaration: Your customs broker uploads the Single Administrative Document through the electronic system.
Automated Risk Screening: The customs software automatically flags your filing into one of three lanes:
Green: Instant clearance without human intervention.
Yellow: An inspector manually reviews invoices, classifications, and valuations.
Red: The container is unsealed for physical unloading, weighing, or lab sampling.
Duty Settlement and Release: Once customs confirm the declared valuation and all payments clear, your declaration gets its final stamp, and the goods are released for domestic sale.

5. Factoring in Your Real Landed Costs

To keep your margins healthy, build your pricing model around three main costs:

Customs Duties: Rates for third-country imports generally hover between 0% and 15% under the EAEU tariff schedule. Basic raw materials and certain machinery often enter duty-free, while packaged foods, textiles, and consumer goods land on the higher end.
Value-Added Tax (VAT): The baseline VAT in Armenia is 20%. Keep in mind that this is calculated on your combined CIF value (Cost, Insurance, and Freight) plus the payable customs duty and any excise tax.

6. A Few Hard-Earned Rules of Thumb

Hire an experienced local broker: Self-filing is legal, but unless you know how local inspectors interpret descriptions for your specific product category, a seasoned broker will save you far more money than they cost.
Plan for the Georgian transit route: Because Armenia is landlocked, containerized sea freight lands at Poti or Batumi in Georgia before traveling south by truck or rail. Make sure your freight forwarder has active transit bonds and reliable ground partners in Georgia.
Check safety permits early: If you are importing food, agricultural items, supplements, or cosmetics, you cannot fix permit issues after arrival. Health and phytosanitary clearance must be arranged with Armenian authorities before the goods arrive.

Sort your classification upfront, double-check your paperwork against your cargo packing, and you will find importing into Armenia a transparent, manageable process.
