Diesel generator (DG) sets are widely used across India to provide reliable backup power to commercial buildings, hospitals, factories, residential complexes, and industrial facilities. Although these generators help maintain uninterrupted operations, their emissions can contribute to air pollution if the equipment is not properly maintained or operated in accordance with applicable environmental regulations.

To address these concerns, India follows a regulatory framework that includes national emission standards, state-level pollution control requirements, and additional restrictions in certain regions. Understanding these requirements is essential for businesses that operate diesel generators at multiple locations.

From Delhi-NCR to Maharashtra, Karnataka, Tamil Nadu, and Gujarat, compliance obligations can differ depending on generator capacity, installation details, applicable notifications, and local environmental conditions.

Understanding DG Set Pollution Control Norms in India

DG set pollution control requirements are designed to limit harmful emissions, manage noise levels, and encourage the use of compliant equipment. The Central Pollution Control Board (CPCB) plays an important role in establishing technical standards and compliance procedures, while State Pollution Control Boards administer applicable environmental requirements within their jurisdictions.

New diesel generator sets must meet the emission standards applicable to their category and manufacturing date. Existing generators may also be subject to additional emission-control directions, retrofit requirements, or operating restrictions.

Businesses should understand that national standards and state-level requirements are not necessarily interchangeable. A generator that meets its applicable national emission standard may still need to satisfy additional conditions imposed by the relevant authority.

1. Delhi-NCR: DG Set Regulations and GRAP Restrictions

Delhi-NCR has a distinctive regulatory framework because of its recurring air pollution challenges. The Commission for Air Quality Management (CAQM) issues directions governing regulated DG set operations, while the Graded Response Action Plan (GRAP) introduces additional restrictions when air quality deteriorates.

Key compliance considerations

Businesses operating generators in Delhi-NCR should review the applicable CAQM directions, including the relevant capacity categories and permitted compliance options.

Depending on the generator and the current requirements, compliance measures may include an approved Retrofit Emission Control Device (RECD), an eligible dual-fuel arrangement, or replacement with equipment that meets the applicable criteria.

GRAP restrictions may impose additional operating conditions during periods of poor air quality. Therefore, businesses must distinguish between their ongoing compliance obligations and temporary restrictions associated with the prevailing GRAP stage.

What businesses should do

Check the generator's rated capacity and technical specifications.
Review the latest applicable CAQM directions.

6. Andhra Pradesh and Other States

Other Indian states, including Andhra Pradesh, Goa, Telangana, Kerala, Odisha, and others, have their own environmental administration frameworks and may issue additional directions concerning existing DG sets.

The specific requirements are not identical across all states. Businesses should consult the relevant State Pollution Control Board to determine whether their generator falls within a particular emission-control or retrofit requirement.

For companies operating facilities in multiple states, maintaining a separate compliance record for every site is a practical way to manage these differences.

What Is an RECD, and Why Is It Important?

A Retrofit Emission Control Device (RECD) is a pollution-control technology designed to reduce particulate matter in the exhaust of a diesel generator.

For businesses operating existing generators, an appropriate RECD may help address certain emission-control requirements without requiring immediate replacement of the entire unit. However, its suitability depends on the generator's technical characteristics and the regulatory requirements applicable to the installation.

Before purchasing an RECD, businesses should check:

Certification: Confirm that the device has the certification and approval required for the intended application.

Compatibility: Ensure that the device is suitable for the generator's capacity and exhaust configuration.

Installation: Follow the manufacturer's installation instructions and applicable technical requirements.

Maintenance: Establish a servicing schedule to maintain the device's intended performance.

Documentation: Retain certificates, installation records, maintenance reports, and other required compliance documents.

An RECD should not be considered a universal solution for every generator or every regulatory requirement. Facilities must verify whether it is an accepted compliance option for their particular installation.

DG Set Emission Standards Versus Noise Pollution Requirements

Emission control is only one part of generator compliance. Diesel generators can also create noise that affects nearby residents, workplaces, and surrounding communities.

Applicable noise pollution rules and generator-specific requirements may establish limits for noise levels and acoustic enclosures. Businesses should therefore assess both emission performance and noise control when planning a new installation or upgrading existing equipment.

A generator with appropriate emission-control technology may still require improvements to its acoustic enclosure, installation arrangement, or maintenance practices.

Facility managers should review these requirements together rather than treating emission and noise compliance as separate, unrelated tasks.

Common DG Set Compliance Mistakes to Avoid

Businesses can face unnecessary compliance difficulties when they rely on outdated information or assume that requirements are identical across locations.

Common mistakes include:

Assuming that a national emission standard automatically satisfies every state-level requirement.
Ignoring amendments to existing notifications.
Selecting an RECD without confirming its certification and compatibility.
Missing applicable deadlines for retrofit or replacement.
Overlooking noise-control and acoustic enclosure requirements.
Failing to maintain installation and maintenance documentation.
Assuming that compliance in one state automatically establishes compliance at another site.

A structured compliance checklist can help businesses identify these risks and assign responsibility for resolving them.

How to Build an Effective DG Set Compliance Plan

Organizations operating generators across multiple locations should maintain a central inventory of all DG sets and their relevant technical details.

The inventory should record each generator's location, rated capacity, manufacturing date, emission certification, retrofit status, and applicable environmental permissions.

Businesses should then map each installation to the relevant national and state-level requirements. This helps facility managers determine which equipment needs additional assessment, which documents must be renewed, and whether an upcoming regulatory deadline requires action.

Periodic inspections and reviews of official notifications can further support compliance management. For larger organizations, assigning a dedicated person or team to monitor regulatory updates can reduce the risk of missing important changes.
