Diesel generator sets are widely used across India as backup power sources for factories, offices, hospitals, commercial buildings, telecom facilities, residential complexes and infrastructure projects. However, operating a DG set is not simply a matter of installing a generator and supplying diesel.

Businesses also need to consider applicable emission standards, noise requirements, stack arrangements, consent conditions and directions issued by environmental authorities.

central environmental standards and state-level implementation or additional conditionsThis can sometimes create confusion because people often search for “state-wise DG-set pollution norms” as if every state has an entirely separate emission standard. In reality, the regulatory framework is a combination of .

Are DG-Set Emission Standards Different in Every State?

Not necessarily.

Core emission standards for generator sets are established under India's central environmental framework. The Ministry of Environment, Forest and Climate Change (MoEFCC), in consultation with CPCB and other technical bodies, has issued standards and requirements applicable to gensets.

CPCB's published compliance documentation explains that revised emission standards for internal-combustion engines used for power-generating sets were notified through the Environment (Protection) framework, with CPCB designated as the nodal agency for compliance procedures.

Therefore, a business in Maharashtra, Delhi, Karnataka or Gujarat should not automatically assume that each state has a completely different basic emission limit for the same category of DG set.

The Role of CPCB

The Central Pollution Control Board plays an important role in establishing technical guidance, monitoring pollution-control implementation and developing compliance procedures.

For DG sets, CPCB has published technical documentation covering emission limits, applicability, certification and testing requirements.

For example, CPCB's DG-set emission-compliance documentation describes requirements associated with type approval, conformity of production and applicable emission limits.

The Role of State Pollution Control Boards

State Pollution Control Boards, or SPCBs, are important at the implementation level.

Depending on the state and facility, businesses may need to deal with requirements related to:

Consent to Establish
Consent to Operate
Environmental conditions
DG-set installation
Stack arrangements
Noise control
Inspection and compliance
Record keeping
Local pollution-control directions

CPCB's published DG-set noise guidance states that applicable noise limits are regulated by State Pollution Control Boards and State Pollution Control Committees.

This is one reason a business should not look only at a generic national standard when planning a DG-set installation.

Delhi-NCR

Commission for Air Quality Management (CAQM)Delhi-NCR has an additional layer of regulation because air-quality management in the region involves the .

During periods of poor air quality, additional restrictions can apply to DG-set operation under the Graded Response Action Plan and related CAQM directions.

Businesses operating DG sets in Delhi-NCR should therefore consider:

Central DG-set requirements
Applicable Delhi pollution-control requirements
CAQM directions
Current GRAP stage
DG-set capacity and configuration
Applicable emission-control arrangements

Maharashtra

Businesses operating DG sets in Maharashtra generally need to consider the central emission framework together with requirements administered by the Maharashtra Pollution Control Board (MPCB).

Industrial and commercial facilities may also have consent conditions specific to their operations.

Facilities should check their individual consent conditions because requirements can depend on the nature and scale of the operation.

Karnataka

In Karnataka, businesses need to consider national environmental standards alongside requirements administered by the Karnataka State Pollution Control Board.

As with other states, the exact requirements applicable to a facility can depend on its category, location, generator configuration and consent conditions.

Tamil Nadu

Industries and commercial facilities operating DG sets in Tamil Nadu should consider central standards together with applicable requirements of the Tamil Nadu Pollution Control Board.

Businesses should verify applicable conditions directly with the relevant authority before installing or modifying a generator system.

Uttar Pradesh

In Uttar Pradesh, businesses may need to comply with central DG-set standards as well as conditions administered by the Uttar Pradesh Pollution Control Board.

For facilities in industrial areas, local consent conditions can be particularly important.

Rajasthan

Rajasthan-based industries and commercial establishments should review national DG-set requirements along with applicable provisions of the Rajasthan State Pollution Control Board.

Facilities should check current requirements before making decisions about generator installation, expansion or emission-control modifications.

West Bengal

Businesses operating DG sets in West Bengal should consider national requirements and applicable conditions imposed by the West Bengal Pollution Control Board.

What Actually Changes From State to State?

Although the central emission framework provides an important baseline, several practical requirements can differ depending on the state and local authority.

These may include:

Consent Requirements

A facility may need specific environmental permissions depending on its industry category and operations.

Stack Requirements

The required exhaust-stack arrangement can depend on DG-set capacity, site conditions and applicable guidelines or consent conditions.

Noise Management

DG-set noise requirements and acoustic-control arrangements remain important, particularly in commercial and residential environments. CPCB has published specific guidance for DG-set noise control.

Inspection and Documentation

State authorities may require businesses to maintain records related to operation, maintenance, testing and environmental compliance.

Local Restrictions

Certain cities or regions can have additional pollution-control measures because of local air-quality conditions.

Delhi-NCR is a clear example because CAQM can issue region-specific directions in addition to the broader national framework.

Why DG-Set Capacity Matters

Businesses should never compare pollution requirements solely by state.

DG-set capacity, engine type, manufacturing date, fuel, application and applicable certification requirements can all influence the relevant regulatory framework.

CPCB's earlier published standards, for example, specified different emission limits for different power categories for certain genset applications.

More recent revised standards have also introduced additional requirements concerning emissions and control diagnostics for applicable new gensets.

Therefore, a proper compliance assessment should begin with the generator's technical details.

What About Existing DG Sets?

Existing generators can require a different compliance approach from newly manufactured gensets.

Businesses should identify:

Generator capacity
Engine manufacturer and model
Manufacturing year
Fuel type
Existing emission-control equipment
Exhaust configuration
Current operating load
Maintenance condition
Applicable state consent conditions

For older installations, emission-control upgrades may need to be evaluated based on the applicable regulatory requirements and the technical condition of the generator.

RECD systemsWhere appropriate, retrofit emission-control technologies such as can be considered as part of an emission-management strategy.

However, the suitability of a retrofit system should be assessed technically rather than assuming that one device is suitable for every generator.

Why Businesses Should Check Official Sources

Environmental requirements can be amended over time.

A blog, consultant document or social-media post may provide useful background, but businesses should verify important compliance decisions against official notifications and directions.

MoEFCC Rules & RegulationsThe section provides access to environmental rules and notifications.

CPCB Environmental Standards resourcesThe provide technical standards and pollution-control documents.

For state-specific implementation, businesses should consult their respective SPCB.

A Practical DG-Set Compliance Checklist

Before installing or upgrading a DG set, businesses can review the following:

Identify the DG-set capacity and engine specifications.
Check the applicable central emission standard.
Verify the generator's certification and compliance documentation.
Review the applicable State Pollution Control Board requirements.
Check consent conditions for the facility.
Verify stack and exhaust arrangements.
Address DG-set noise requirements.
Evaluate applicable emission-control technology for existing generators.
Maintain testing and maintenance records.
Monitor new environmental notifications and amendments.

Conclusion

Comparing DG-set pollution requirements across Indian states requires more than creating a simple state-by-state table of emission limits.

The fundamental emission framework is largely established at the national level through the environmental regulatory system, while State Pollution Control Boards play an important role in implementation, consent conditions, inspections and local requirements.

Some regions also have additional requirements because of local environmental conditions. Delhi-NCR, for example, has the additional CAQM framework and GRAP-related measures.

For businesses, the safest approach is to identify the exact DG-set configuration, understand the applicable central standards, check the relevant SPCB requirements and verify any regional directions before making compliance decisions.
