Diesel generator sets remain an important backup power source for industries, commercial buildings, hospitals, telecom sites and other facilities across India. However, increasing attention toward air pollution and emission control has made it important for generator owners and buyers to understand the applicable emission standards.

CPCB II, CPCB III and CPCB IV+Terms such as are frequently used while discussing diesel generator compliance. At first glance, these names may appear to represent three straightforward stages of progressively stricter regulations. In practice, however, the regulatory history of gensets is more complicated.

Understanding the differences is particularly important when deciding whether an existing generator requires a retrofit, whether a replacement is necessary, or what specification should be considered while purchasing a new DG set.

What Is CPCB II?

CPCB II is associated with the emission standards that governed a large portion of India's existing diesel generator fleet. Many commercial and industrial DG sets installed over the past decade were manufactured according to this standard.

Compared with earlier emission requirements, CPCB II introduced tighter controls on pollutants such as particulate matter, carbon monoxide and nitrogen oxides combined with hydrocarbons in relevant power categories.

A major point to remember is that an older CPCB II generator does not automatically become illegal simply because newer standards have been introduced. Its continued operation depends on the applicable regulations, location, capacity, consent conditions and any specific retrofit requirements.

For owners of older generators, therefore, the first step should be identifying the generator's certified emission category instead of assuming that every older DG set has the same compliance status.

Is CPCB III a Separate Genset Standard?

This is where considerable confusion exists.

Unlike the automotive Bharat Stage system, the diesel genset emission framework did not develop through a simple CPCB II → CPCB III → CPCB IV+ progression. The term “CPCB III” is sometimes used informally in industry discussions, but buyers should not assume that it represents a universally applicable, separately enforced standard for conventional diesel gensets.

This distinction matters when evaluating a supplier's technical proposal. If a dealer describes equipment as “CPCB III”, it is sensible to ask for the exact notification, certification and emission limits being referenced.

CPCB IV+: A Major Change in Emission Control

CPCB IV+ represents a significant technological and regulatory step for new diesel generator sets.

The revised emission standards notified for generator-set engines introduced much tighter emission requirements along with additional compliance mechanisms. CPCB's compliance documentation explains that the revised standards include requirements related to NOx and particulate control diagnostics as well as anti-tampering and inducement measures.

The CPCB's published compliance document notes that revised emission standards for internal combustion engines used for power-generating sets were notified through GSR 804(E), dated 3 November 2022.

The Ministry of Environment, Forest and Climate Change has also published an official office memorandum concerning the revised emission standards for new generator sets, providing another useful regulatory reference for manufacturers, buyers and project consultants.

Technically, modern emission-control systems may involve several integrated technologies, depending on the engine and applicable specification. These can include electronic fuel management, exhaust gas recirculation, diesel particulate filtration and selective catalytic reduction.

The objective is to reduce pollutants at different stages rather than relying on a single emission-control component.

CPCB II vs CPCB IV+: What Is the Practical Difference?

The difference between older and newer generator standards is not simply a change in paperwork.

A CPCB II generator generally represents an older engine and emission-control architecture, whereas a CPCB IV+ generator is designed and certified around considerably more stringent emission requirements.

This has an important practical consequence for businesses.

RECD for DG setIf an existing CPCB II generator is mechanically sound and still has useful service life, replacing the entire generator may not always be the most economical solution. Depending on the location, capacity and applicable regulatory requirements, a certified may provide a retrofit-based emission-control route.

A retrofit does not magically change the original engine's certification category into CPCB IV+. Instead, it is an emission-control solution installed on an existing generator to address applicable emission-control requirements.

Why Generator Owners Should Check Their Exact DG Set Category

Before selecting an emission-control solution, generator owners should collect basic technical information about the equipment.

Important details include:

Engine make and model
Rated kVA or kW capacity
Manufacturing year
Serial number
Existing emission certification
Purchase and commissioning records
Current pollution-control equipment
Applicable state or local requirements

The engine data plate is often one of the quickest places to begin. Original purchase documentation, certification records and manufacturer records can provide additional confirmation.

This information is particularly important because emission requirements may vary depending on generator capacity and geographical location.

Where Does RECD Fit Into the Picture?

A Retrofit Emission Control Device, commonly referred to as an RECD, is designed for existing diesel generator applications where retrofit-based emission control is required.

The selection should not be based only on the advertised particulate reduction percentage. Buyers should also evaluate compatibility with the engine, generator capacity, exhaust configuration, installation requirements, testing documentation, maintenance needs and after-sales support.

CPCB Compliance Is More Than Just Choosing a Label

One of the biggest mistakes businesses can make is selecting a generator or retrofit system purely because a sales quotation mentions “CPCB compliant”.

A proper evaluation should consider the actual certification documents, applicable notification, generator capacity, installation location and intended operating conditions.

These sources can help project teams cross-check claims made in technical quotations and avoid relying solely on marketing terminology.

Making the Right Choice for an Existing DG Set

There is no universal answer for every generator owner.

A relatively new generator that already meets the applicable current standard may require routine compliance documentation and maintenance rather than a retrofit.

An older CPCB II generator in good mechanical condition may be a candidate for a certified retrofit solution where the applicable regulations require or permit it.

On the other hand, a generator nearing the end of its useful service life may make replacement with a newer compliant unit more practical.

RECD priceThe decision should therefore consider , generator condition, expected remaining life, installation costs, downtime, regulatory requirements and future operational needs together rather than looking at equipment cost alone.

Conclusion

Understanding the difference between CPCB II, CPCB III and CPCB IV+ is essential for anyone purchasing, operating or upgrading a diesel generator set in India.

CPCB II represents a major part of the existing DG fleet, while CPCB IV+ introduced substantially more demanding requirements for newer generator technology. The term CPCB III, meanwhile, should be examined carefully because it does not represent a simple, universally enforced intermediate genset tier in the way many people assume.

For existing generators, the right approach is to first identify the engine's actual certification and applicable local requirements. From there, owners can evaluate whether continued operation, a certified retrofit such as an RECD, or complete replacement is the most suitable path.
