Environmental regulations for diesel generator sets have evolved significantly in India. As organisations become more focused on controlling generator emissions, one question is frequently asked: What are the latest RECD requirements for DG Sets in India?

RECD stands for Retrofit Emission Control Device RECD for DG Set. It is a retrofit emission-control solution designed for suitable existing diesel generator applications.

However, there is no single requirement that can automatically be applied to every DG set in the country. The applicable rules can depend on generator category, engine characteristics, location, and directions issued by the relevant authorities.

Understanding RECD Requirements

An RECD is intended to control specified emissions from an existing diesel engine or DG set.

CPCB has published a procedure for testing retrofit emission-control devices for gensets. This procedure provides an important technical reference for understanding the evaluation of RECD systems.

For a business considering installation, the first step should be to identify the exact DG-set specifications.

Why DG Capacity Matters

Generator capacity can be an important factor in determining which regulatory requirements apply.

A small standby generator may not be subject to exactly the same requirements as a larger industrial generator.

Engine power, generator rating, manufacturing period, fuel type, and operating conditions may also be relevant.

Therefore, businesses should avoid assuming that a rule applicable to one category of DG set automatically applies to another.

What Is a Tested RECD?

A tested RECD is an emission-control device that has undergone an appropriate evaluation according to the applicable technical procedure.

When purchasing an RECD for DG Set, businesses should ask the supplier for documentation supporting the product's testing and certification claims.

The documents should clearly identify the equipment and application covered.

Statements such as "CPCB approved" should be verified with supporting documentation.

Are Requirements the Same Across India?

Not necessarily.

National-level environmental requirements provide an important framework, but state pollution-control boards and other authorities may issue directions concerning DG-set operation and emission control.

For instance, the Maharashtra Pollution Control Board issued a 2023 circular relating to RECD retrofitting for specified in-use diesel-operated generator applications up to 800 kW/1000 kVA gross mechanical power.

The example illustrates why location-specific verification is important.

What Should a Business Check?

Before installing an RECD, a business should check:

DG-set capacity and engine power.
Engine manufacturer and model.
Manufacturing year.
Existing emission-control equipment.
Applicable national requirements.
Applicable State Pollution Control Board directions.
RECD testing and certification documents.
Installation requirements.
Maintenance requirements.
Required inspection or emission-testing records.

This process can reduce the risk of selecting an unsuitable product.

RECD and New DG-Set Standards

It is also important to distinguish retrofit requirements from standards for newly manufactured DG sets.

New generator sets may be designed to comply with newer emission standards, including applicable CPCB IV+ requirements.

An existing DG set may require a different emission-control approach depending on its category and applicable regulations.

Therefore, RECD should not be described as identical to the emission-control system of a new CPCB IV+ generator.

Why Documentation Matters

Environmental compliance is easier to manage when all relevant documents are properly organised.

A facility should consider maintaining:

DG-set specifications
Engine documents
RECD model details
Test certificates
Installation records
Maintenance reports
Inspection records
Emission-testing reports, where applicable
Supplier information

Good documentation can also make it easier to respond to questions during inspections or internal audits.

Should You Rely on Old Online Information?

Businesses should be cautious.

Environmental regulations can change, and implementation directions may be updated.

An article published several years ago may describe requirements that no longer apply.

The latest official notifications, circulars, standards, and directions should therefore be checked before making compliance decisions.

Conclusion

The answer to "What are the latest RECD requirements for DG Sets in India?" depends on the specific generator and the regulations applicable to its location and category.

CPCB's RECD testing procedure provides an important technical reference, while state pollution-control authorities may issue additional implementation directions.

The best approach is to identify the DG set accurately, verify the current applicable requirements, obtain genuine testing and certification documents, and ensure professional installation and maintenance.

Frequently Asked Questions

1. What is the full form of RECD?

RECD stands for Retrofit Emission Control Device.

2. Is RECD mandatory for every DG set in India?

Requirements depend on the applicable regulations, DG category, location, and other relevant factors. The latest official requirements should be checked for the specific installation.

3. What documents should an RECD supplier provide?

Depending on the applicable framework, relevant documents may include technical specifications, test reports, certification documents, installation instructions, and maintenance information.

4. Does DG capacity affect RECD requirements?

It can. Regulatory requirements and technical specifications may vary according to generator or engine capacity and other characteristics.

5. Is CPCB IV+ the same as RECD?

No. CPCB IV+ refers to emission standards applicable to relevant new DG sets, while RECD refers to a retrofit emission-control approach for suitable existing equipment.

6. Should state pollution-control requirements be checked?

Yes. State and local authorities may issue directions relevant to DG-set operation and emission control.
