Starting a mainland company in Dubai is an attractive option for entrepreneurs who want to establish a business in the UAE and serve customers across different emirates. Dubai offers opportunities in trading, consultancy, information technology, professional services, manufacturing, and many other industries. However, before registering a company, it is important to understand the minimum investment required, licensing expenses, office rent, visa costs, and other registration fees.

The Cost of Setting Up a Mainland Company in Dubai depends on the business activity, legal structure, office requirements, number of visas, and approvals required from government authorities. For a small business, the initial licence and registration expenses may start at approximately AED 14,000, while a more complete first-year setup with office space and one investor visa may cost around AED 40,000 to AED 90,000 or more. These figures are indicative estimates, and the actual investment will depend on your specific business requirements.

What Is the Minimum Investment Required for a Dubai Mainland Company?

There is no single minimum investment amount applicable to every mainland company in Dubai. For many standard business activities, the main expense is the cost of obtaining a trade licence and completing company registration rather than depositing a fixed minimum share capital. However, certain regulated activities and legal structures may have specific capital requirements.

Entrepreneurs planning a small consultancy, marketing agency, IT company, or other service-based business may be able to start with a relatively modest budget. Trading businesses, industrial companies, and businesses that require specialised premises or additional government approvals may need significantly more capital.

According to Invest in Dubai, the licensing authority considers factors such as business activity, legal structure, premises, and any additional approvals when determining the setup requirements. Therefore, it is advisable to calculate the full first-year cost before starting the registration process.

Main Costs of Setting Up a Mainland Company in Dubai

Trade Licence and Company Registration

A trade licence is essential for legally operating a mainland business. The licence category depends on whether the company provides professional services, trades goods, manufactures products, or operates in tourism.

For planning purposes, basic company formation and licensing expenses may begin at around AED 14,000, depending on the package and included services. Trade name reservation, initial approval, preparation of the Memorandum of Association, registration, and other administrative charges may also contribute to the total cost.

Office Space and Ejari

Mainland businesses must meet the applicable premises and address requirements. Depending on the activity, a company may need a physical office, shop, warehouse, or another approved commercial location.

A small office with an Ejari-registered tenancy contract may cost approximately AED 15,000 per year or more. The final amount depends on the location, size, facilities, and lease terms. Businesses that need warehouses, retail outlets, or industrial premises should prepare a higher budget.

Investor and Employee Visas

If you want to live in the UAE or hire employees, you should include visa-related expenses in your investment plan. An investor or partner visa may cost approximately AED 4,000 to AED 7,000, depending on the application and services included. Employee visas, medical examinations, Emirates ID, establishment cards, and immigration-related charges can increase the overall expenditure.

Additional Approvals and Professional Fees

Some activities require approvals from relevant government departments or specialised regulators. Legal documentation, translation, attestation, accounting, tax registration assistance, and business advisory services may also add to the initial investment.

Estimated Budget for Starting a Mainland Company

The following estimates can help entrepreneurs prepare an initial budget:

Basic licence and formation: approximately AED 14,000 or more.
Office rent: approximately AED 15,000 per year or more.
One investor or partner visa: approximately AED 4,000–7,000.
Estimated first-year setup: approximately AED 40,000–90,000 or more, including licensing, office space, and one visa.

These amounts are planning estimates, not guaranteed government fees or fixed quotations. They may exclude refundable deposits, employee visas, specialised equipment, inventory, working capital, and other activity-specific expenses.

How Can You Reduce the Initial Investment?

Entrepreneurs can control their startup costs by choosing only the business activities they need, comparing suitable office locations, avoiding unnecessary visas, and confirming all mandatory approvals before applying. Selecting the appropriate legal structure can also help prevent avoidable expenses.

It is equally important to keep sufficient working capital for rent renewals, employee salaries, marketing, utilities, accounting, and other operating expenses. Spending the entire budget on registration may leave a new business without enough funds to operate during its first few months.
