Winter driving in Duluth, Minnesota, requires more preparation than simply putting snow tires on a vehicle and leaving extra time for the commute. Duluth's steep hills, lake-effect weather, frequent snow, freezing temperatures, bridges, and rapidly changing road conditions can create challenging driving conditions even after a road has been plowed. A route that appears manageable at the beginning of a trip can become slippery within minutes as temperatures fall, wind pushes snow across the pavement, or fresh accumulation covers previously treated surfaces.

Before leaving home during a significant storm, drivers should check current road conditions, weather alerts, traffic information, and local snow-removal announcements. Never start a winter commute in Duluth without checking whether a Duluth winter storm warning today is active. A warning or rapidly deteriorating forecast may mean that delaying a trip is safer than trying to drive through the worst part of the storm.

Why Winter Driving Is Different in Duluth

Duluth's geography plays an important role in winter travel. The city extends from the Lake Superior shoreline into elevated neighborhoods, creating numerous steep grades between the waterfront and the higher parts of the city. Snow and ice that may be manageable on a relatively flat road can become much more difficult when a driver has to accelerate uphill, descend a grade, stop at an intersection, or turn on a slippery surface.

Lake Superior can also contribute to rapidly changing weather. Wind coming off the lake can create blowing snow, reduced visibility, and drifting. Temperatures near the lake and farther inland can vary, meaning that one part of a trip may have wet pavement while another has packed snow or ice.

Drivers should therefore avoid assuming that because one major road is clear, every road along the route will be equally safe. City streets, neighborhood roads, bridges, ramps, parking areas, and steep connecting streets can have very different conditions.

What to Expect on Duluth Roads During a Snowstorm

The City of Duluth maintains more than 530 miles of roadway. Its snow and ice operations are organized according to street priorities, with major arterial roads receiving attention before residential streets and alleys. During a winter event, Priority 1 streets are treated and plowed first because they carry higher traffic volumes and provide important access for emergency services and public transportation. The city states that Priority 1 streets are intended to remain open during snowfall when possible, although severe conditions can make that impossible.

After snowfall ends, the city's stated service targets are approximately 36 hours for Priority 1 streets to be open to traffic with two lanes, 48 hours for Priority 2 residential streets to have one lane open, and 56 hours for Priority 3 alleys to be made passable. These are targets rather than guarantees, and another storm, drifting, disabled vehicles, equipment problems, or extreme ice can extend the process.

This means a driver should not expect every Duluth neighborhood street to look like a recently treated arterial immediately after a storm. Residential roads can remain snow-covered or narrowed while crews concentrate on higher-priority routes.

How Duluth Uses Salt, Sand and Plows

Duluth's winter maintenance program uses a combination of road salt, salt brine, and washed sand depending on pavement temperature and weather conditions. The city maintains equipment and winter material stockpiles ahead of the season, and its crews can begin operations when snow accumulation, icing, drifting, or forecast conditions warrant treatment.

The city's equipment includes plow and sanding trucks, motor graders, and facilities for storing winter materials. Salt and other de-icing materials do not work equally well under every temperature. MnDOT notes that the practical effectiveness of salt depends heavily on pavement temperature, which is one reason drivers should never interpret a salted roadway as a guarantee of bare pavement.

During an active storm, crews may repeatedly treat and plow major routes while snow continues falling. That can make it appear as though a road has been cleared only for another layer of snow to accumulate. Drivers should slow down rather than attempting to match normal dry-pavement speeds.

MnDOT also advises motorists to stay well behind snowplows. Its winter-driving guidance recommends remaining at least 10 car lengths behind a plow and avoiding driving into the snow cloud created by the vehicle. Plows can change lanes, turn, exit, and sometimes travel partly over the centerline while clearing pavement.

Highways That Require Extra Attention

Several major routes around Duluth can become particularly demanding during winter weather. This does not mean that any one road is always unsafe, but drivers should pay particular attention to conditions on high-speed highways, ramps, elevated sections, and routes connecting different elevations.

I-35

Interstate 35 is one of the principal routes through Duluth and carries substantial traffic. During heavy snowfall, drivers may encounter rapidly changing visibility, packed snow in travel lanes, icy ramps, and congestion caused by crashes or disabled vehicles.

Entrance and exit ramps deserve special attention because vehicles must change speed while turning. A ramp that is shaded, elevated, or exposed to wind may remain icy even when the main travel lanes appear relatively clear.

Drivers should leave considerably more space between vehicles on I-35 during a storm. If traffic suddenly slows, a large following distance provides additional time to brake without locking the wheels or losing control.

U.S. Highway 53 and Central Entrance

Highway 53 and Central Entrance are important connections through the Duluth area. Their combination of traffic volume, intersections, ramps, and elevation changes can create difficult conditions during snow and freezing rain.

Drivers should be especially cautious when approaching intersections from a downhill direction. Even with winter tires, stopping distances increase substantially on packed snow and ice. Begin slowing well before the intersection instead of waiting until the traffic signal or stop sign is close.

Highway 61 and London Road

Highway 61 and London Road serve important east-side travel needs. Snow, wind, traffic, and lake-influenced weather can create changing conditions along the corridor. Drivers should also check current construction information because temporary lane arrangements can affect winter travel patterns.

For example, MnDOT reported construction-related traffic changes on London Road in 2026, including restrictions north of 40th Avenue East. Winter travelers should therefore check current road information rather than relying on a route remembered from a previous season.

Intersections and Hills Where Drivers Should Slow Down

Duluth does not have one official list of intersections that are universally designated as the city's “most dangerous” winter intersections. Instead, winter risk can increase at locations where steep grades, high traffic volumes, turning movements, bridges, ramps, and frequent stopping combine.

Intersections connecting major roads with steep approaches deserve particular caution. Mesaba Avenue, Michigan Street, Superior Street, Central Entrance, Piedmont Avenue, and other routes involving significant elevation changes can require careful speed management when snow or ice is present.

The most important principle is to approach downhill intersections slowly. A driver who enters a slippery intersection too quickly may discover that braking and steering are less effective than expected. Smooth inputs are safer than sudden braking, acceleration, or steering.

Drivers should also be careful at intersections where a frequently traveled lane has been polished by traffic. Repeated braking and acceleration can create hard-packed snow or a slick surface. The area immediately before a stop line can therefore be more slippery than the rest of the roadway.

Bridges and Elevated Roadways Can Freeze Quickly

Bridges deserve extra attention because cold air can circulate around the roadway surface from above and below. A bridge can therefore freeze before a nearby road surface that is surrounded by warmer ground.

In Duluth, drivers should treat bridge decks, elevated highway sections, ramps, and overpasses as potential ice zones whenever temperatures are near or below freezing. This includes crossings associated with major highway routes and local streets.

The safest approach is to reduce speed before entering a bridge rather than braking hard once the vehicle is already on it. Keep the steering wheel steady, avoid sudden lane changes, and leave additional space from the vehicle ahead.

Construction can add another complication. The Mesaba Avenue bridge area has been subject to bridge rehabilitation and traffic-control changes in 2026, including work around Highway 194, I-35, and Superior Street. Temporary detours and lane changes can alter normal travel patterns, so motorists should check current MnDOT information before using the area.

How to Plan Around Duluth Snowplow Schedules

There is no single daily time when every Duluth street will be plowed. The city determines when operations begin based on factors including forecast conditions, snow accumulation, icing, drifting, timing, and the need for pre-treatment.

During a storm, Priority 1 routes receive the greatest attention. Residential streets follow, while alleys are generally the lowest priority. The city specifically notes that exact plowing times for individual streets cannot be guaranteed.

This makes route planning important. If possible, use a major treated road for the largest portion of a trip rather than choosing a shortcut through an unplowed neighborhood street. After leaving a main road, slow down because neighborhood conditions may be considerably worse.

Never pass a moving snowplow unless there is a safe and legal opportunity to do so. Snowplows can create ridges of snow along the road, obscure lane markings, and produce clouds that temporarily eliminate visibility.

Public Transit Can Be an Alternative During Major Storms

For some Duluth residents, avoiding a winter drive altogether can be the safest transportation choice. The Duluth Transit Authority operates bus service throughout Duluth and surrounding communities, although severe weather can affect schedules and routes.

The DTA's winter weather guidance says service normally continues when streets are being maintained and conditions remain compatible with safe transit operations. If conditions become unsafe, the agency may partially or completely pause service. During extreme winter weather, it can also implement an Emergency Mainline service along a major east-west corridor when hills become unsafe or impossible for buses to traverse.

Anyone planning to rely on public transportation during a storm should check DTA service alerts before leaving. A bus may be delayed because of traffic, snow-covered streets, disabled vehicles, or changes in the emergency service pattern.

For flexible errands, postponing the trip can be preferable to traveling during the peak of a major snow event. The DTA itself recommends considering flexible trips before severe weather arrives because major snow events can cause delays and make pedestrian and transit travel more complicated.

Duluth Snow Emergency and Parking Rules

Snow emergencies are especially important for anyone who parks on city streets. Duluth can declare a snow emergency based on factors such as the forecast, timing of the storm, precipitation type, moisture content, and accumulation rate.

The city's current snow-emergency system uses an alternate-side parking approach. When a snow emergency is declared, residents should follow the city's instructions about moving vehicles to the appropriate side of the street. The city explains that motorists should move their vehicles to the plowed side during the designated period and then move them back when the snow emergency ends and the scheduled parking side changes.

Drivers should monitor official City of Duluth announcements, Northland Alert, local news, and city communications during snow events. Parking violations can interfere with plowing, and vehicles that prevent plows from passing may be ticketed or towed.

Before a storm, move vehicles off the street whenever possible. A driveway or garage is preferable because a parked vehicle can force a plow to leave snow behind or prevent the full width of a street from being cleared.

Are Snow Tires Required in Minnesota?

Minnesota does not generally require ordinary passenger vehicles to be equipped with winter or snow tires during a specific winter season. However, that does not mean tire selection is unimportant.

Good tread depth, proper inflation, and tires appropriate for cold-weather conditions can make a major difference. Cold temperatures reduce tire pressure, so drivers should check inflation regularly throughout winter. All four tires should be in good condition, and replacing only one or two tires can create differences in traction that affect handling.

Winter tires can provide additional traction in cold and snowy conditions, particularly for drivers who regularly travel unplowed residential roads or steep Duluth hills. All-wheel drive can help a vehicle accelerate in slippery conditions, but it does not eliminate the need for careful braking and steering.

Tire chains are legally permitted in Minnesota when they are of reasonable proportions and are required for safety because of snow, ice, or other conditions that tend to cause a vehicle to skid.

Drivers should remember that chains are not a substitute for appropriate speed and safe driving. Before using chains, make sure they are compatible with the vehicle and know how to install them correctly. For normal Duluth passenger-car commuting, properly maintained tires are generally more practical than relying on chains.

What to Keep in Your Vehicle

A Duluth winter emergency kit should be designed for the possibility of being delayed or stranded. Useful supplies include a warm blanket, winter coat, gloves, hat, boots, flashlight, extra batteries, phone charger, first-aid supplies, drinking water, snacks, windshield washer fluid rated for freezing temperatures, ice scraper, snow brush, and a small shovel.

It is also wise to keep the fuel tank reasonably full before a major storm. If a crash, road closure, or disabled vehicle causes a long delay, having adequate fuel gives you more options for maintaining heat.

If you become stranded, remain with the vehicle unless there is an immediate and safer place nearby. Make sure the exhaust pipe is not blocked by snow before running the engine. In a severe emergency, call 911 and provide your location as accurately as possible.

Driving Techniques for Duluth's Winter Conditions

The most effective winter-driving technique is simple: reduce speed and make every maneuver gradually.

Accelerate slowly so the tires maintain traction.
Begin braking earlier than you would on dry pavement.
Leave significantly more following distance.
Avoid sudden steering movements.
Turn off cruise control when roads are slippery.
Use headlights when visibility is reduced.
Watch for black ice near bridges, intersections, and shaded areas.
Keep the windshield, mirrors, lights, and windows completely clear.
Do not drive through a snow cloud created by a plow.
Never attempt to pass a snowplow when visibility or road space is inadequate.

MnDOT specifically recommends slowing to a safe speed for current conditions, turning on headlights, wearing a seat belt, and turning off cruise control during winter driving.

Check Road Conditions Before Leaving

One of the best habits for Duluth drivers is checking conditions immediately before departure rather than relying on a forecast viewed several hours earlier. Weather can change quickly, and road conditions can deteriorate while a storm is underway.

MnDOT's 511 system provides information about road conditions, closures, incidents, and traffic. MnDOT may close roads during extreme blizzard or whiteout conditions when it is unsafe even for snowplow crews to remain on the road. Drivers should never bypass barricades or other official closure devices.

For a winter commute, check the weather forecast, 511 road information, City of Duluth snow-emergency announcements, and DTA service alerts if public transportation is part of the trip. If several sources indicate worsening conditions, reconsider whether the journey is necessary.

When the Safest Choice Is to Stay Home

There are situations when no vehicle preparation can make a trip worthwhile. Whiteout conditions, rapidly accumulating snow, freezing rain, widespread crashes, road closures, and major visibility problems can make driving extremely hazardous.

Duluth drivers should be particularly cautious about leaving during the height of a major storm simply because a destination is nearby. A short trip can become dangerous when visibility disappears or a vehicle becomes stuck on a hill.

If travel is necessary, tell someone your planned route and expected arrival time. Charge your phone, check road conditions, allow substantially more time, and keep your emergency supplies accessible.

Final Thoughts for Duluth Winter Drivers

Safe winter driving in Duluth depends on understanding the city rather than treating snow as a simple inconvenience. The combination of Lake Superior weather, steep hills, bridges, busy highways, residential streets, and changing temperatures means that road conditions can vary considerably from one part of a trip to another.

City plows prioritize major routes before residential streets and alleys, while MnDOT maintains state highways and interstate routes. Public transit can provide an alternative when road conditions make private-vehicle travel difficult, although severe storms can also cause service changes. Snow emergencies can affect where vehicles may be parked, so drivers should monitor official announcements and move vehicles promptly when required.

Most importantly, winter equipment cannot overcome excessive speed or poor visibility. Give snowplows plenty of room, slow down before hills and intersections, treat bridges as potential ice zones, maintain good tires, and check current road conditions before leaving. When conditions become severe enough that authorities recommend avoiding travel, postponing the trip may be the most practical way to prevent a minor winter commute from becoming a serious emergency.
