Winter driving in Saint Paul is less about dealing with one big snowstorm and more about managing rapidly changing conditions. A road that was merely wet in the afternoon can become icy after sunset, while a major street that has been plowed may still have packed snow at intersections, bridge decks, ramps, and residential corners. Freezing temperatures, blowing snow, reduced visibility and heavy traffic can make an ordinary commute much more difficult.

Before leaving home during a significant storm, check current road conditions, traffic cameras and travel advisories. Never start a winter commute in Saint Paul without checking whether a <a href="www.winterstormwarning.org Paul winter storm warning today</a> is active. If conditions are deteriorating, delaying a trip can be safer than trying to drive through the worst part of a storm.

Saint Paul also has an extensive winter maintenance system. The city is responsible for more than 1,800 lane miles of streets and bridges, while MnDOT handles major state highways and interstate routes. Understanding how those systems work can help drivers choose safer routes and avoid unnecessary exposure during severe weather.

What Saint Paul Roads Are Like During a Winter Storm

Road conditions can vary substantially from one part of Saint Paul to another. Major arterials are generally treated and plowed before many residential streets because they carry larger volumes of traffic and include important transit routes. The city says its crews concentrate on main streets and high-volume areas during ordinary snow events, while residential streets receive full plowing when a Snow Emergency is declared.

That difference matters during a commute.

A driver leaving Highland Park, for example, may encounter a relatively well-treated arterial before turning onto a residential street where packed snow remains. Someone traveling from the North End toward downtown may experience similar changes when moving between neighborhood streets and major corridors.

During active snowfall, drivers should expect:

Snow-covered lanes
Slush between tire tracks
Reduced lane visibility
Snowbanks near intersections
Icy turn lanes
Longer stopping distances
Sudden changes in traction
Plow trucks working around traffic
Reduced visibility from blowing snow

Even when pavement appears wet rather than icy, temperatures can cause thin layers of ice to form. MnDOT specifically warns that black ice can develop when moisture freezes on pavement and recommends reducing speed on bridges, overpasses and tunnels.

For current statewide highway conditions, drivers can use Minnesota's 511 system, which incorporates road, traffic and weather information. MnDOT also uses road-weather sensors to monitor pavement and atmospheric conditions.

Saint Paul's Major Winter Driving Corridors

Several major roads around Saint Paul deserve extra attention when snow and ice are present.

I-94

Interstate 94 is one of the most important east-west routes through Saint Paul. It carries heavy commuter traffic between Saint Paul and Minneapolis and also connects with several major highways.

During a storm, the combination of high speeds, lane changes, ramps and congestion can create difficult conditions. Snow can accumulate quickly during active precipitation, while traffic can compact snow into slippery surfaces.

Drivers should leave additional following distance and avoid unnecessary lane changes.

I-35E

I-35E carries traffic through and around central Saint Paul and connects with several major downtown and regional routes. Its ramps, elevated sections and interchange areas can become particularly challenging when temperatures are near freezing.

Drivers should be especially cautious when entering or leaving the interstate because ramps may have different traction from the main travel lanes.

Highway 52

Highway 52 is an important north-south route south of downtown Saint Paul and toward the Mississippi River crossings and suburbs. Its higher-speed sections require careful speed management during snow, particularly when visibility decreases.

Snelling Avenue

Snelling Avenue is one of Saint Paul's major north-south corridors and also serves important transit connections. Heavy traffic, frequent intersections and turning movements can make winter travel more complicated.

Lexington Parkway

Lexington Parkway is another major north-south route with substantial traffic and multiple intersections. Drivers should anticipate snow buildup near curbs, turn lanes and side streets after storms.

University Avenue

University Avenue is a particularly important winter corridor because it combines busy road traffic with Metro Green Line service, pedestrian activity and numerous intersections. Drivers should watch carefully for pedestrians and transit vehicles when visibility is poor.

Rather than identifying one intersection as universally "the most dangerous," drivers should recognize that risk changes with storm timing, traffic volume, pavement temperature and road treatment. Intersections where major roads meet, interstate ramps merge, or vehicles make frequent turns can become especially difficult when lanes are snow-covered.

Why Bridges Freeze Before Other Roads

One of the most important Saint Paul winter-driving rules is to slow down on bridges.

Bridge decks can lose heat more rapidly than roads built directly over the ground. That can allow moisture to freeze even when nearby pavement still appears merely wet. MnDOT specifically recommends slowing down on bridges and overpasses because they are common locations for black ice.

Saint Paul has numerous river crossings and elevated roadway sections where drivers should expect traction to change.

The Robert Street Bridge, Wabasha Street Bridge, Lafayette Bridge, Smith Avenue High Bridge and other Mississippi River crossings deserve extra attention during freezing weather. Highway interchanges and elevated sections on I-94 and I-35E should also be approached carefully.

Do not accelerate aggressively when entering a bridge. Maintain a steady speed, avoid sudden steering and leave enough space to stop if another vehicle loses control.

The same principle applies to ramps and overpasses. A bridge can look completely clear while still having a thin layer of ice.

How Saint Paul and MnDOT Plows Work

Saint Paul and MnDOT do not simply wait until a storm ends before beginning winter maintenance.

Saint Paul Public Works often begins pretreating, plowing and salting major streets before and during snow events. The city prioritizes main streets, high-traffic locations and public-transit areas.

When a Snow Emergency is declared, Saint Paul uses a structured plowing system.

Night Plow Route: 9 p.m. to 7 a.m.

The first major phase begins at 9 p.m. on the day a Snow Emergency is declared. Night Plow Routes include major streets and designated residential routes.

Vehicles must be moved from streets where Night Plow restrictions apply.

Day Plow Route: 8 a.m. to 5 p.m.

The following morning, crews move to Day Plow Routes. These streets generally do not have Night Plow signs.

Drivers should pay close attention to the fact that the absence of a Night Plow sign does not necessarily mean parking is unrestricted during a Snow Emergency. The city uses different rules for each phase.

Cleanup Phase

After the initial night and day routes are completed, crews continue cleanup. This can include additional plowing, salting and pushing snow away from areas where vehicles have moved.

The Snow Emergency lasts 96 hours, and parking enforcement can continue throughout that period.

How Fast Do MnDOT Plows Clear Highways?

MnDOT maintains approximately 12,000 miles of roads, representing more than 30,000 lane miles, with roughly 800 snowplows. Urban routes can have plow cycles of roughly one to two hours, although conditions, traffic, snowfall intensity and other factors affect actual completion times.

Salt is used for both anti-icing and deicing. However, salt becomes substantially less effective as pavement temperatures fall, which is one reason extremely cold storms can leave roads icy even after treatment.

This explains why drivers should not assume a road is safe simply because they saw a salt truck or plow earlier.

Treatment is intended to improve conditions, not eliminate every hazard immediately.

Give Snowplows Plenty of Room

One of the easiest winter-driving mistakes is following a plow too closely.

MnDOT recommends staying at least 10 car lengths behind a snowplow and warns drivers not to enter the snow cloud behind the vehicle. Snowplows can also turn, exit or move partially across lanes while working.

Never attempt to squeeze between multiple plows operating together.

The safest strategy is to slow down and allow the plow crew to do its job. If a plow is creating a temporary wall of snow, remember that the operator may have limited visibility too.

Saint Paul Snow Emergency Parking Rules

Snow Emergency rules are particularly important for drivers who park on residential streets.

When Saint Paul declares a Snow Emergency, special parking restrictions begin at 9 p.m. The first phase applies to Night Plow Routes. The following morning, Day Plow Route restrictions begin at 8 a.m.

Downtown Saint Paul is treated as a Night Plow Route even where individual streets may not have Night Plow signs.

The city says a Snow Emergency lasts 96 hours. Vehicles violating the rules can be ticketed and towed.

Saint Paul also maintains a Snow Emergency Parking Map showing parking restrictions during different phases. Because restrictions can vary by street and change during cleanup, drivers should check the current map rather than relying on memory.

The city also has a winter one-sided parking program on certain residential streets. Under those restrictions, parking may be limited to the odd-numbered side of a street. Drivers should check the city's current map and posted signs before leaving a vehicle overnight.

Public Transit Can Be a Useful Alternative

During a major snowstorm, driving is not always the only option.

Metro Transit provides buses and METRO services throughout Saint Paul. The METRO Green Line connects downtown Saint Paul with the University of Minnesota and downtown Minneapolis, while the Gold Line provides bus rapid transit between downtown Saint Paul and Woodbury.

Bus routes can also provide alternatives when parking restrictions make driving inconvenient.

However, transit does not completely eliminate winter delays. Buses operate on the same snow-covered streets as other vehicles, and severe weather can slow service.

Metro Transit advises passengers to allow extra travel time during snow and ice events, monitor Rider Alerts and use NexTrip for real-time arrival information.

Passengers should also dress appropriately. Heated buses and trains can be comfortable once aboard, but waiting at an outdoor stop in wind and snow can still be hazardous.

What to Do Before Leaving Home

A few minutes of preparation can make a major difference.

Before starting a Saint Paul winter trip:

Check 511 for highway conditions.
Look at traffic cameras when available.
Check the Saint Paul Snow Emergency status.
Check Metro Transit alerts if you are considering public transportation.
Clear snow and ice completely from windows.
Clear snow from headlights and taillights.
Check tire pressure.
Make sure the fuel level is adequate.
Keep a charged phone in the vehicle.
Carry a winter emergency kit.
Allow extra travel time.
Tell someone your expected arrival time on severe-weather days.

Never use cruise control on snow- or ice-covered roads. MnDOT specifically recommends turning it off during winter driving conditions.

Winter Tires and Tire Chains in Minnesota

Minnesota does not generally require ordinary passenger vehicles to use dedicated winter or snow tires. However, tires must be in safe operating condition, and state law establishes minimum requirements for tire condition and tread. Minnesota law considers a passenger-vehicle tire unsafe when its tread depth is below 2/32 of an inch, among other conditions.

Winter tires can still be useful for Saint Paul drivers because their rubber compounds and tread designs are intended to provide better traction in cold, snowy and icy conditions.

All-wheel drive can help a vehicle accelerate in slippery conditions, but it does not eliminate the need for appropriate tires or reduce stopping distances on ice.

Tire chains are treated differently. Minnesota law permits tire chains of reasonable proportions on vehicles when they are required for safety because of snow, ice or other conditions that could cause a vehicle to skid.

Drivers should follow manufacturer instructions when installing chains and make sure the equipment is compatible with the vehicle.

For normal Saint Paul commuting, properly maintained tires with adequate tread are more practical than relying on chains. Chains are primarily a traction tool for conditions where additional grip is necessary.

What to Keep in a Saint Paul Winter Vehicle

A winter emergency kit should be designed for the possibility that traffic stops moving or your vehicle becomes disabled.

Consider carrying:

Warm blankets
Winter gloves
Hat and extra socks
Reflective clothing
Flashlight
Extra batteries
Phone charger
Jumper cables or a portable jump starter
First-aid supplies
Bottled water
Nonperishable snacks
Ice scraper
Snow brush
Small shovel
Sand or traction material
Basic emergency supplies

Keep the vehicle's exhaust pipe clear if you become stuck in deep snow. Snow blocking the exhaust can allow carbon monoxide to build up inside the passenger compartment.

When It Is Better Not to Drive

The most important winter-driving skill is recognizing when driving is unnecessary.

If visibility is extremely poor, roads are becoming impassable, or officials advise against travel, staying home is often the safest choice. MnDOT can issue road closures or no-travel advisories when snow, wind and visibility make travel exceptionally dangerous.

Even professional plow operators may have to stop during extreme conditions because they cannot safely see or operate equipment.

A delay of several hours is usually easier to manage than becoming stranded on a highway during a blizzard.

A Safer Saint Paul Winter Commute

Winter driving in Saint Paul requires more than simply installing good tires. Drivers need to understand how local streets are plowed, when Snow Emergency parking restrictions begin, why bridges can ice before surrounding roads, and where public transportation can provide another option.

The biggest difference often comes from preparation. Check road conditions before leaving, allow more time, maintain a larger following distance and slow down whenever pavement conditions deteriorate.

Remember that treated roads can still be slippery, particularly around intersections, bridges, ramps and residential streets. Snowplows are working throughout the storm, but road crews cannot make every lane immediately clear.

By combining current road information, proper vehicle preparation, careful speed management and an understanding of Saint Paul's snow operations, drivers can reduce many of the risks associated with winter travel and make better decisions about when—and whether—to get behind the wheel.
